The easiest thing to do is throw the frozen broccoli into the pasta cooking water for the last minute before draining it all - just takes the frozen chill off of it before tossing it with everything else. This is a great dish!

I found the same problem with the recipe - but I did not cook the broccoli in advance, and it all came out great. This was a big hit with all ages.

I took an extra step and cooked the broccoli before adding it to the pasta--the recipe doesn't say anything about cooking the frozen broccoli.
